Project indicators are defined at two levels – overall impact (social and economic) and at the sector level, including producer and project impacts. Overall economic impact and industry data will be collected by WIRSPA annually. Project indicators related to project activities and outputs will be collected throughout the life of the project.
Producer level data (efficiency improvements, environmental management) will be collected annually and through interviews and survey/assessments as the project progresses and presented to stakeholders.
The previous Rum Programme was highly rated by evaluators and monitors in relation to relevance, efficiency, effectiveness and impact. It achieved virtually all of its target indicators and is generally viewed as a well implemented programme.
However, a number of critical investment projects remained incomplete at the defined time limit for programme completion resulting in the industry not being able to make full use of the programme funding. Furthermore, the establishment of the Authentic Caribbean Rum Marque and its communications campaign, initially destined for a 6-8 year time frame, was only operational for some 22 months.
